인천공항, 외국인 소유 장기주차 차량으로 골머리

An increasing number of cars apparently dumped at Incheon International Airport's parking lots by foreigners leaving South Korea has become a major headache for operators of the terminal.

한국을 떠나는 외국인들에 의해 인천국제공항 주차장에 버려지는 것으로 보이는 차들의 수가 증가하고 있는 것이 공항의 큰 골칫거리가 되었다.

The country's largest airport said on Jan. 27 that it confirmed that more than half of the cars that have been parked and collecting dust for over a year at the airport's parking lots belonged to foreigners who had left the country

인천국제공항은 27일 공항 주차장에 1년 넘게 주차되어 먼지가 쌓인 차량의 절반 이상이 출국한 외국인 차량임을 확인했다고 밝혔다.

The dumped cars' unpaid parking fees amount to 480 million won ($430,000), according to the airport authority. The airport charges 24,000 won per day for short-term parking and 9,000 won for long-term.

인천국제공항공사에 따르면, 버려진 자동차들의 미납된 주차 요금은 4억8000만원에 이른다고 한다. 인천국제공항공항은 단기 주차요금이 하루 2만4000원, 장기 주차요금은 9000원이다.

Among the dumped cars are luxury models including Mercedes Benz S Class and E Class sedans as well as a cram school bus, a pickup truck, a small passenger car and an SUV. A vehicle belonging to the United States Forces Korea (USFK) is also among them. The vehicle that has been parked there for the longest time is a Magnus sedan ― for seven years and a month, with unpaid fees totaling around 25 million won.

버려진 차 중에는 메르세데스 벤츠 S클래스, E클래스 세단 등 고급 차종을 비롯해 학원 버스, 픽업트럭, 소형 승용차, SUV 등이 포함돼 있다. 주한미군 소유의 차량도 그중 하나다. 가장 오래 주차된 차량은 매그너스 세단으로 7년 1개월 동안 미납된 요금이 약 2500만원이다.

The airport authority grouped the dumped cars together outside a cargo terminal.

The airport said four of the cars don't have records of owners or their contact numbers. Incheon's Jung District, which is the airport's administrative jurisdiction, plans to sell them in a public auction or scrap them according to the country's Automobile Management Act.

공항 측은 차량 4대에 소유주나 연락처가 없다고 밝혔다. 공항의 행정 관할구역인 인천광역시 중구는 국내 자동차관리법에 따라 이를 공매하거나 폐차할 계획이다.

Among the rest of the dumped cars are those with no valid contact numbers to reach their foreign owners ― and the district has no authority to scrap or sell them. The airport authority said they plan to seize them all. The airport has already seized 41 vehicles.

버려진 나머지 차들 중에는 외국인 소유주에게 연락할 유효한 연락처가 없는 차들도 포함되어 있으며, 해당 구청은 이를 폐차하거나 판매할 권한이 없다. 공항 측은 이들을 압류할 계획이라고 말했다. 공항은 이미 41대의 차량을 압류했다.

"Unlike ones that are illegally parked, dumped cars are hard to deal with," an airport authority official said.

"불법 주차된 차들과 달리, 버려진 차들은 다루기 어렵다"고 공항 관계자는 말했다.

The airport authority, according to the Local Tax Collection Act, plans to send the seized cars to Jung District for disposal, except one car from a rental company that the authority plans to auction off.

공항 측은 지방세징수법에 따라 압류차량을 중구에 보내 경매에 부칠 계획이며, 렌터카 업체 차량 1대를 제외하고 모두 처분할 계획이다.
