Park Geun-hye’s prime minister joins main opposition

박근혜의 총리 제1야당에 입당

Former Prime Minister Hwang Kyo-ahn’s debut as a politician this week has invited mixed reviews.

황교안 전 국무총리의 이번 주 정치 무대 데뷔에 평가가 엇갈리고 있다.

Hwang held a press conference Tuesday to announce he was joining the main opposition Liberty Korea Party (LKP). Speculation is rising that he will run for the party leadership at its convention, Feb. 27, and ultimately aim to be the LKP’s presidential candidate.

황 전 총리는 화요일 기자회견을 열어 제1야당인 자유한국당에 입당한다고 발표했다. 2월 27일 전당대회 당대표 출마와 궁극적으로 자유한국당 대선 후보까지 겨냥한 행보라는 관측이 제기된다.

Hwang’s announcement comes amid an absence of proper leadership in the main opposition. The LKP has been slammed for its failure to change following the impeachment of former President Park Geun-hye. Ex-Chairman Hong Joon-pyo, who ran in the presidential election against President Moon Jae-in, has aggravated public opinion of the party with his outbursts.

황 전 총리의 발표는 제1야당이 그에 걸맞은 지도력을 보여주지 못하고 있는 중에 나온 것이다. 자유한국당은 박근혜 전 대통령 탄핵 이후에도 변화된 모습을 보이지 못해 지탄을 받고 있는 상황이다. 문재인 대통령과 대선에서 맞섰던 홍준표 전 자유한국당 대표는 막말을 쏟아내다가 여론의 역풍을 맞아 자유한국당에 대한 국민 여론이 더욱 악화되는 결과를 초래했다.

It is too early to tell whether Hwang has the capacity to adequately fill the LKP’s leadership void. As a public official, he had an illustrious career, having served in powerful posts such as justice minister from 2013 through 2015 and prime minister during the previous Park administration.

황 전 총리가 자유한국당 리더십 공백을 채울 수 있는 역량이 있는지 판단하기에는 아직 이르다. 박근혜 정부 시절 2013년에서 2015년까지 법무부장관을 지낸 데 이어 국무총리에 오르는 등 관운이 따랐다.

Most of the criticism against his sudden emergence as a politician stems from his strong ties with Park. Many still associate him with the impeached former president as he served as her last prime minister and took on the post of the nation’s acting president when the Constitutional Court of Korea removed Park from office in March 2017. He served in the post until Moon was elected in the presidential election in May the same year.

그의 갑작스러운 정치적 변신에 대한 비판의 대부분은 그가 박 전 대통령과 인연이 깊다는 데 있다. 아직도 그를 보면 박 전 대통령을 떠올리는 사람이 많다. 박근혜 정부 마지막 총리로 2017년 3월 헌법재판소가 박 전 대통령 탄핵을 확정하자 대통령 권한대행을 수행했다. 같은 해 5월 대선에서 문대통령이 당선되기까지 그 자리에 있었다.

The ruling Democratic Party of Korea (DPK) and other parties claimed it was inappropriate for him to enter politics when he had not shown remorse for his past. Even some LKP members are displeased with Hwang’s decision to join their party as his presence could send out the undesirable signal that the LKP has gone back to being Park’s party.

더불어민주당과 다른 정당들은 그가 과거에 대해 충분히 사죄하지 않은 채 정치에 입문하는 것은 부적절하다고 주장했다. 일부 한국당 소속 의원들조차 황 전 총리의 입당 결정에 불쾌감 보였다. 그의 입당이 박근혜당으로 회귀했다는 신호를 줄 수 있어서다.

It will be a long shot for Hwang to fulfill his political ambitions. Past prime ministers who entered politics and tried to become president, such as Lee Hoi-chang, have failed. Some worry Hwang lacks the leadership and character that are essential for surviving in the political world.

황 전 총리가 자신의 정치적 야망을 실현하기가 쉽지는 않을 것으로 보인다. 이회창 등 정계에 진출해 대통령이 되고자 했던 역대 총리들은 실패했다. 일각에서는 황 전 총리가 정치바닥에서 살아남기 위해 필수적인 리더십과 자질이 부족하다고 우려한다.

During the Tuesday press conference, Hwang criticized President Moon’s economic failures and claimed he had undermined national security. He also called for national unity. But he refused to be labeled as part of the “old evils” that the Moon administration has tried to get rid of just because he served in the Park administration. For those who supported Park’s ouster, the remark could be viewed as arrogant.

이날 기자간담회에서 그는 문 대통령의 경제 실패를 비판하고 현정부가 국가 안보를 훼손했다고 주장했다. 그는 또한 국민통합을 외쳤다. 하지만 박근혜 정부 사람이라고 해서 이 정부가 퇴출시키려는 ‘적폐’로 몰리는 것은 거부했다. 박 전 대통령의 퇴진을 지지한 사람들에게 그의 발언은 거만한 것으로 보일 수도 있다.

Hwang has a pretty good reputation among some of the older generation who supported Park and has an image of a reliable public official. But that will not be enough for him to succeed in politics.

황 전 총리는 박 전 대통령을 지지하는 일부 노년층 사이에서 꽤 좋은 평판을 얻고 있고 안정적인 공무원 이미지를 가지고 있다. 그러나 그 정도로는 정치에서 성공하기 어려울 것이다.

Only time will tell if Hwang is a timely addition to the LKP, or a shameful burden.

그의 입당이 자유한국당에 시의적절한지 아니면 부담만 끼칠 것인지는 좀 더 두고 봐야 할 것으로 보인다.
