Appointment of Cho Kuk deepens political turmoil

조국 법무부장관 임명은 정치적 혼란을 심화시킬 것

President Moon Jae-in appointed the disputed nominee Cho Kuk as justice minister and five other nominees to ministerial and minister-level posts, Monday.

문재인 대통령이 논란이 되고 있는 조국 법무부 장관 후보자 외 5명을 장관 및 장관직에 월요일 임명했다.

This came after Moon conducted a Cabinet reshuffle on Aug. 9. Since then, there have been massive media reports centered on fraud and corruption allegations involving Cho's family, especially his daughter and wife.

지난 8월 9일 개각이 단행된 이후 조 후보자의 가족, 특히 딸과 배우자를 둘러싼 의혹과 관련한 엄청난 언론 보도가 있었다.

On Friday, the prosecution indicted Cho's wife, Chung Kyung-sim, an English literature professor at Dongyang University, on charges of fabricating the university dean's award certificate in 2012 to help her daughter gain admission to a medical school.

지난 금요일, 검찰은 조 후보자의 배우자인 정경심 동양대 영문과 교수를 딸의 진학을 위해 총장상을 위조한 혐의로 기소했다.

Accordingly, Cho, as justice minister, will supervise the prosecution investigating his wife and daughter. What a bizarre situation! Aside from personal feelings Cho may have about what is happening to his family, few wouldn't doubt the credibility of any outcome of the ongoing investigations. This is a big potential political risk for Moon.

이에 따라 조 장관은 자신의 배우자와 딸을 수사하는 검찰을 지휘 감독해야 하는 참으로 기이한 상황에 놓이게 됐다. 조 장관이 자신의 가족에게 벌어지고 있는 일에 대해 느끼는 개인적인 감정은 차치하더라도, 향후 검찰 수사 결과가 어떤 식으로 나오든 그 신뢰성을 의심하지 않을 사람은 거의 없을 것이다. 이는 문 대통령에게는 잠재적인 리스크가 될 수밖에 없다.

Despite this and the negative public feelings toward Cho's family, the liberal President chose to go ahead with him. This is viewed as an expression of his strong willingness to complete the ongoing judicial reform centered on limiting the prosecution's power given that Cho had spearheaded this project as a senior civil affairs secretary from May 2017 to July this year. In a confirmation hearing and a press conference last week, Cho, a law professor at Seoul National University, vowed to finish this challenging job, if given the chance.

이와 조 장관 가족에 대한 부정적 여론에도 불구하고 문 대통령은 장관 임명을 강행했다. 이는 조 장관이 민정수석 시절부터 추진해온 검찰 개혁을 반드시 마무리 짓겠다는 강한 의지의 표현으로 볼 수 있다. 조 장관도 이미 지난주 후보자 청문회와 기자회견에서 기회가 주어진다면 개혁을 완수하고 싶다는 강한 결의를 보인 바 있다.

In this sense, Cho's appointment is the beginning of a do-or-die political battle for Moon. This may also reflect his determination to reform the prosecution, which has a shameful history of intervening in politics through biased investigations and the leaking of confidential information it obtained in the course of conducting investigations.

이러한 관점에서 본다면, 조국 장관 임명은 문 대통령으로서는 죽느냐 사느냐 정치적 싸움의 시작이다. 이는 또한 기획 수사와 수사 기밀 누출 등으로 정치에 개입해온 부끄러운 역사를 가진 이 나라 검찰을 반드시 개혁하겠다는 문 대통령의 결심을 반영한다고 할 수 있다.

But Cho's appointment is only the beginning of a rough road ahead for Moon. The negative public sentiment toward Cho and the political fights stemming from deepening ideological polarization of society will remain pressing problems for him. Above all, it seems he doesn't regard conservative parties as political partners in a true sense in governing the nation, although the way they have been doing politics has been really frustrating.

하지만 문 대통령 앞에는 험난한 길이 펼쳐져 있다. 조 장관에 대한 부정적 여론과 극심한 좌우 편가르기에 기인하는 정쟁은 문 대통령에게는 큰 부담이 아닐 수 없다. 특히 보수야당에 대해서는 국정 운영의 파트너로 전혀 고려하지 않는 듯한 모습을 보인다. 비록 그들이 실망스런 정치를 하고 있다고 하더라도 말이다.

For a reality check and to prevent another tragedy in the country's presidential history, Moon should ask himself: Am I taking the path of a dictator?

냉혹한 현실 인식과 이 나라 대통령사에 또 다른 비극이 되풀이되지 않기 위해서라도 문 대통령은 스스로에게 자문해봐야 한다. 혹시 내가 정말 독재자의 길을 걷고 있는 것은 아닌지.
