Taiwan’s case should be a lesson for South Korea

정부는 대만 사례를 교훈으로 봐야 한다

President Moon Jae-in’s policy to phase out nuclear energy is triggering controversy once again following Taiwan’s referendum last week that voted in favor of nuclear power, rejecting President Tsai Ing-wen’s strong push since taking office in 2016 to phase out nuclear energy by 2025.

대만이 국민투표에서 차이잉원 총통이 2016년 집권 후 강력하게 추진해 온 2025년까지 원자력을 줄여나가겠다는 탈원전 정책을 거부하자 국내에서도 문재인 대통령이 추진하는 탈원전 정책에 대한 논란이 다시 일어나고 있다.

The Moon administration has looked to Taiwan as a benchmark in carrying out the nuclear-phase out policy. So the result of Taiwan’s referendum has prompted opposition parties to call for a reconsideration of Moon’s anti-nuclear push. There are 24 nuclear power plants in Korea and five new plants are in the pipeline. The Moon administration has called for phasing out the nuclear power plants by 2082 and increase the use of renewable energy.

문재인 정권은 탈원전 정책을 추진하면서 대만을 벤치마크 대상으로 주목해 왔다. 따라서 이번 대만 국민투표 이후 야당들은 문 대통령이 탈원전 정책을 재고할 것을 주장하고 있다. 현재 한국에는 24개의 원자력 발전소가 가동 중이며 추가로 5개가 건설 중에 있다. 문재인 정부는 2082년까지 원자력발전소를 단계적으로 폐쇄하고 신재생에너지 비율을 늘릴 것을 추진하고 있다.

The Ministry of Trade, Industry and Energy said that Taiwan’s referendum will not have any impact on the government’s energy transition policy, and that Taiwan’s situation is different from ours. The ministry pointed out that a massive blackout last summer has increased the Taiwanese voters’ concern about a stable power supply and this affected the referendum. However, it is necessary for the government to look closely at the Taiwanese case and reconsider its swift push to go nuclear-free for several reasons.

산업통상자원부는 대만 국민투표로 인해 정부의 에너지 전환 정책에 영향이 가지는 않을 것이라며 대만이 처한 상황이 우리와 다르다고 말했다. 작년 여름 대규모 정전 사태로 인해 안정적인 전력 수급에 대한 대만인들의 우려가 높아져 국민투표에 영향을 미쳤다는 설명이다. 그러나 정부는 대만의 사례를 유심히 연구하고 탈원전 정책의 성급한 추진을 다시 생각해 볼 필요가 있다.

First, it is being carried out without sufficient communication with the public. A recent survey by Gallup showed a strong public discontent over Moon’s anti-nuclear energy policy. According to the survey, 68 percent were in favor of maintaining nuclear power, while 28.5 percent wanted a reduction of nuclear plants. It would be a good idea to carry out a referendum since it is an issue that will have a tremendous impact on Korea’s economy and people’s lives. Some opposition lawmakers are also calling for a referendum.

먼저 문제가 되는 것은 탈원전 정책이 충분한 의견 수렴 과정이 없이 추진되고 있다는 점이다. 최근 갤럽 조사에는 탈원전 정책에 대해 부정적인 여론이 드러났다. 이 조사에 따르면 응답자 68%가 원전을 유지해야 한다는 입장이고 불과 28.5%만 원자력 감소를 원한다고 대답했다. 이 사안은 경제와 국민 생활에 지대한 영향을 미치는 것으로 국민투표를 검토해 볼 만하다. 일부 야당 의원들도 국민투표의 필요성을 주장하고 있다.

Second, it does not make much sense that the President is talking about phasing out nuclear energy when he is trying to sell Korea’s nuclear power technology abroad. Moon will travel to the Czech Republic, Tuesday, before heading to Argentina this week to take part in the G20 summit scheduled for Nov.30 to Dec. 1. Moon will also visit New Zealand from Dec. 2. It is expected that he will meet with Czech Prime Minister Andrej Babis and seek the country’s support for Korean companies’ bid to take part in the construction of nuclear power plants pushed by the Czech government. Moon will explain the strengths of Korean companies in this regard.

그리고 대통령이 원전 해외 세일즈에 나서면서 탈원전 정책을 밀어붙이는 것도 앞뒤가 맞지 않다. 문 대통령은 11월 30일에서 12월 1일까지 아르헨티나에서 개최되는 G20 정상회의 참석 전에 화요일 체코슬로바키아를 방문한다. 또한 12월 2일에는 뉴질랜드도 방문할 계획이다. 문 대통령은 체코슬로바키아 안드레이 바비스 총리는 만나 체코 정부가 추진하는 원자력발전소 건설에 참여를 원하는 우리 기업에 대한 협조를 당부할 것으로 예상된다. 문 대통령은 이 분야에 있어서 우리 기업의 우수성을 설명한다는 계획이다.

The government and the ruling Democratic Party of Korea are maintaining that it is a global trend to reduce nuclear energy. While that is true to some extent, it is also true that some major economies including Japan and France are slowing down the pace of their nuclear-free policies.

정부와 더불어민주당은 원자력을 줄여나가는 것이 세계적인 추세라는 입장이다. 이것이 어느 정도 사실이기는 하나 일본이나 프랑스는 주요 국가에서는 원자력 감소 추진 속도를 늦추고 있는 상황이다.

Many people still believe that without nuclear energy, maintaining a stable power supply will be difficult. The Moon administration should consider the people’s concerns and reflect them in its basic energy policy which will be announced early next year. The plan should include proper consideration into the stability, cost-effectiveness and environmental impact of its energy shift initiatives, as well as ways to raise the competitiveness of our nuclear power industry.

많은 국민들은 아직도 원자력 없이는 안정적인 전력 수급이 불가능하다는 우려를 하고 있다. 정부는 국민의 우려를 내년 초 발표될 제3차 에너지 기본 정책에 반영시켜야 한다. 이번에 나올 계획은 탈원전 정책의 안정성, 비용의 효율성, 그리고 환경 영향 등에 대한 면밀한 조사에 근거해야 하며 동시에 우리 원자력 산업 육성 방안도 포함되어야 한다.
